Glossary of Terms: Emergency Evacuation

Building Coordinator

Person who has overall responsibility to make sure a Building Evacuation Team is assigned and trained annually.

Building Evacuation Team

An assigned group of leaders inside a building designated to assist in the safe evacuation and/or reporting the special needs for evacuating their respective buildings.

Building Marshal

Person who will respond to the Incident Command Post (ICP) and has the overall responsibility and accountability of people who are evacuated from respective building.  Alters ICP when people are stuck inside the building.

Emergency Assembly Point (EAP)

EAP's are for gathering people when our buildings aren't safe to occupy (e.g., following a major earthquake).  Each class should head there to organize themselves.  Signs at EAP's give guidance what to do.  Police arrival at EAP's will be delayed. 

Emergency Evacuation for Persons with Disabilities

For the purposes of these evacuation procedures, individuals should be considered to have disabilities if they are unable to evacuate the building without assistance, or if their time to exit the building would be much greater than the average building occupant.  Under this policy, any situation in which building occupants are evacuated from a building will be considered an "emergency" situation for individuals with disabilities.  Any situation in which an individual with a disability can communicate that a clear and present danger exists will be considered an "emergency" under this policy.

Floor Captain

Oversees the safe evacuation of assigned floor and reports to the Building Marshal any person who could not evacuate due to injuries or disabilities.  Runners:  People assigned by the Building Marshal to relay information to and from the Rally Point and the Building Marshal location.

Rally Point

This is usually a commonly-known outdoor landmark such as a specific walkway, staircase, fountain, or planter.  Gather and count heads.

Safe Area

A safe area inside a building where a person needing assistance to evacuate can await rescue personnel.

Special Assistant (Buddy)

A person in the area either pre-arranged, or assigned by the Floor Captain who is willing to assist someone in need or an individual with a disability to safely exit the facility.  Assistant will aid in getting the person in need to a safe area and report their location at the Rally Point.
